People argue that quality management system,such as the popular ISO9000, even hinders the creativity for innovation. Wewould like to discuss the relationship between quality and innovation and seeif quality will be replaced by or partnered with innovation. In addition, weexplore if a management system could benefit implementation of innovation inorganizations.Innovation could be defined as a change that translates an originaland new idea into goods, services or practice for added value and increasedprofit to the organization. Innovation is a change process to make new thingsactually happen and accepted by people, while the contemporary qualitymanagement embraces the “change” and “breakthrough” in its continuousimprovement process. For any successful innovative products or services, on topof its innovative functions and features, they must meet the qualityattributes, namely, meeting customer needs, conforming product standards,fulfilling safety and reliability requirements, etc. Quality is thus consideredas the basis of successful innovation and important guide for technologicalinnovation process and decisions. We will discuss the partnering relationshipbetween quality and innovation. Innovation liesin the use of new knowledge to create new products andservices. The discovery of new knowledge requires a successfulorganization of efforts, an effective process and a perfect management system,that is particularly important for the sustainable innovation.Whilediversified concepts of innovation management are examined, a generic frameworkfor managing innovation is established to portray the notion in a methodicalapproach. The framework includes the core values and critical factors ofsuccessful innovation management. Substantiation of the framework has beencarried out in Hong Kong and China in past few years. The framework is furtherexpanded to the development of an assessment scheme. After assessing thecurrent innovation management systems and practices with the aid of acomputer-aided assessment system, the organization could formulate improvementactions according to the identified strength and weakness in order to enhancethe innovation management ability to a competitive level. We will give anoverview of the underlying concepts and approaches of this framework andassessment scheme, as well as a proposed PDCA type way to implement effectiveinnovation management in an organization. In addition, a case study about theimplementation of innovation teams and projects in the Hong Kong Science andTechnology Park with a TQM approach will also be presented to demonstrate thepartnership between quality and innovation.【讲座人简介】:Dr. K.S. Chin, ChutianChair Professor of Hubei Provincial Government of Wuhan University ofTechnology, is an Associate Professor in the Department of Systems Engineeringand Engineering Management, City University of Hong Kong. Before joining theuniversity in 1991, Dr Chin has years of experience in the Hong Kongmanufacturing industry, holding senior positions in industrial engineering,product development, and quality assurance and management. He is a Chartered Engineer in the UK andRegistered Professional Engineer in Hong Kong. Dr. Chin is an Academician ofInternational Academy of Quality (IAQ), Fellow of American Society for Quality(ASQ), USA, Fellow of Hong Kong Society for Quality (HKSQ), Fellow of the HongKong Quality Management Association (HKQMA), and senior members of severalinternational engineering institutions. Dr. Chin was the Chairman of HKSQ in 1997-2000. He is serving the ASQCountry Representative of Hong Kong 2000-2013 and the founding member of ANQ(Asian Network for Quality) since 2003. Dr. Chin is now serving as the Associate Head and Programme Leaderof BEng Total Quality Engineering in City University. His teachingspecialization and research interests are quality and innovation management,and new product development strategies and process. He has obtained more thanUS$1.5 million research funding from various sources. Dr. Chin has publishedabout 200 international refereed journal and conference papers and he is nowserving as editorial broad members and associate editors of severalinternational journals.Dr. Chin, due to his strong industrialbackground, is maintaining a good link with the industries. He has conductedmore than 30 industrial projects in past few years in the areas of quality andinnovation management, industrial engineering and engineering management,including training courses and consultancy projects conducted in Hong Kong,Pearl River Delta, Shanghai, and Philippine. The clients include DHL, RocheInternational, Dupont Chemical, Philips Consumer Electronics, PhilipsSemiconductors, Hong Kong Housing Society, China Light & Power, etc.
